What the numbers say
- 30 of 185 units are at least three-quarters national forest and BLM. 66 are under one-tenth, most of them on the eastern plains, where hunting is on private land, walk-in parcels and state properties.
- Among the units where a rifle bull elk license is sold over the counter, the highest shares are unit 24 (92.5%), unit 34 (91.3%), unit 47 (90.8%), unit 471 (87.8%), unit 45 (87.5%).
- A high share is room to hunt, not a promise of animals or of an easy way in. A unit can be mostly public and still have few roads that reach it.
How to use it when you choose a unit
- Start with the units your license is valid in. The over-the-counter elk unit list and the hunt code pages give them.
- Sort by share, then look at square miles. A small unit that is 90% public can hold less huntable ground than a large one at 50%.
- Read the elevation range against your season. Snow moves animals down as the rifle seasons go on.

What is counted, and what is not
National forest and BLM shares are measured from the Bureau of Land Management's national Surface Management Agency data inside each Colorado Parks and Wildlife unit boundary. State acres are State Wildlife Areas and the State Trust Lands open through CPW, from CPW's property layer. National parks and monuments, wildlife refuges, county and city land, and private land open through walk-in programs are not counted. Ownership is not access: a public parcel with no legal way in is still counted here.
